This one almost sort of sounds like one of my psych-thriller stalker favorites called “You: A Novel” but then again, a few details in this one don’t match up for my guess. And anyway, I’ve read blurbs for a few “peeping Tom” neighbors so I’m sure it’s something else. 😉

Jenn: The only one I can think of at the moment is “I SEE YOU” Ker Dukey I know they are neighbors-I never read it but I remember it being talked about when Maryse was making a list for these types of phycological-thriller books.
